TRP scam: BARC says its efforts focused on individuals; believes channels committed to clean ecosystem
MUMBAI: Hit by the fake TRP scam, TV ratings computing body Broadcast Audience Research Council (BARC) on Saturday said it believes channels are committed to maintaining a clean ecosystem and its efforts presently are focused on “individuals” responsible for infiltrating homes to influence the data.
The body said it is also cooperating with the probe by Mumbai Police, which has so far arrested six people for allegedly influencing particular channels’ ratings by inducing the homes which formed the sample size which was being monitored to determine the ratings.
“Our efforts on combating infiltration are focused on the individual(s) responsible for these activities and we firmly believe that television channels are committed to maintaining a clean and transparent ecosystem,” it said in a statement.
The city police had claimed that three channels, including Arnab Goswami-headed Republic Media Network, were allegedly influencing the TRP numbers. The Republic has denied the allegations.
According to the city police, brands take advertising calls based on TRPs and over Rs 32,000 crore of ad inventory is sold every year, which makes it think that it is a multi-crore scam. The arrested include former employees of an agency engaged by BARC.
“BARC is providing the necessary assistance to the ongoing investigation by law enforcement agency and this should be seen in the light of larger stability of the panel and in the interests of self-regulation, rather than in isolated cases of particular channels which leads to a distortion of facts,” the BARC statement said.
It added that the body is driven by the single goal of generating ratings that its subscribers rely on which are deeply rooted in science, report with the greatest sense of responsibility and truly reflect what the country watches.
Rajnath Singh approves new DRDO procurement manual to facilitate indigenous defence industry
NEW DELHI: Defence Minister Rajnath Singh on Tuesday approved a new procurement manual for Defence Research and Development Organisation (DRDO) to encourage the participation of the Indian industries in research and development activity to facilitate the indigenous Defence Industry.
Rajnath Singh said that the new manual will help towards realising Prime Minister Narendra Modi’s dream of Atma Nirbhar Bharat.
“The new DRDO Procurement Manual will facilitate the indigenous Defence Industry by simplifying the processes and ensuring their participation in design and development activities. Prior to Singh’s tweet, Office of Defence Minister (DMO) had announced the approval of a new procurement manual for DRDO to achieve the goal of self-reliant in Defence industry.
“Raksha Mantri Rajnath Singh has approved a new DRDO India Procurement Manual (PM-2020) to encourage more participation of the Indian Industry including startups and MSMEs in Research and Development activity and also to achieve the goal of self-reliance in Defence,” DMO tweeted.

‘I am not afraid of resigning’: Punjab CM Amarinder slams Centre, moves resolution against farm laws
CHANDIGARH: CHANDIGARH: Saying that he is not afraid of dismissal of his government, chief minister Amarinder Singh on Tuesday moved three bills in the Punjab assembly to counter the Centre’s farm laws, which have triggered protests by farmers and opposition parties in different parts of the country including Punjab.
“I am not afraid of resigning. I am not afraid if my government is dismissed. But I will not let the farmers suffer or be ruined,” the Punjab CM said while introducing these resolutions.
The resolution also rejected the Centre’s proposed Electricity (Amendment) Bill 2020.
Singh appealed to all parties to rise above their political interests to save Punjab.
Cautioning the Centre against allowing the situation to get out of hand, Amarinder Singh said: “If the farm laws are not revoked, angry youths can come out on the streets to join the farmers, leading to chaos. The way things are going on, the situation has the potential to disturb the peaceful atmosphere in the state.”
He said that this is what had happened in the 80s and 90s when Sikh militancy had gripped Punjab.
“Both China and Pakistan will collude and try to take advantage of any disruption in the state’s peace, which will pose a serious threat to national security,” he added.
The resolution expressed the state assembly’s “deep regret” over the “callous and inconsiderate attitude of the Government of India in attending to the concerns of the farming community on recent farm legislation enacted by them”.
“The assembly is constrained to unanimously reject the three legislations and the proposed Electricity (Amendment) Bill, 2020,” stated the resolution, which was read out by the Speaker.
The three bills introduced by Singh to counter the Centre’s laws are — the Farmers Produce Trade and Commerce (Promotion and Facilitation) Special Provisions and Punjab Amendment Bill 2020, the Essential Commodities (Special Provisions and Punjab Amendment) Bill 2020, and the Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services (Special Provisions and Punjab Amendment) Bill 2020.
The chief minister said these bills would form the basis of the state’s legal battle ahead.
The Centre has been saying that the three farm laws will raise farmers’ income, free them from the clutches of the middleman and usher in new technology in farming.
The opposition and some farmers’ organisations have, however, been agitating against the laws alleging they will destroy the minimum support price mechanism, end Agricultural Produce Market Committees and allow corporates to arm-twist farmers.
